HASC Proposes $20.6B In Shipbuilding, 4-Year Carrier Builds, Possible LPD-29
April 19, 2016 – Washington, D.C. – *Congressman J. Randy Forbes (R-VA), Chairman of the House Armed Services Seapower and Projection Forces Subcommittee, released today the legislative language of his Subcommittee’s mark of the 2017 National Defense Authorization Act (NDAA). Chairman Forbes wrote legislation that authorizes funds and sets priorities for large parts of the U.S. Navy, Marine Corps and Air Force.
The House Armed Services Committee has been a bastion of rejecting the Obama Administration reductions to defense programs, opposing mandated sequestration cuts and urging higher levels of arms spending.
The election-year markups issued today by the body’s subcommittees continue to reflect those practices, and the mark proposed by the Seapower and Projection Forces is no exception, boosting ship construction spending by more than $2 billion – a 12 percent jump over the administration’s request.
“The last eight years have shown that bowing down to bullies or ignoring them does not make them go away. We need to make sure that when we have men and women from this country who are willing to stand up to them, that they have the resources they need to win that fight. Among those resources are the ships and planes necessary to win and come home safely,” Chairman Forbes said.
“Hampton Roads is the epicenter for national defense in this country, and its strategic importance as a center of shipbuilding and ship repair make it a national strategic asset,” Chairman Forbes said. “This legislation strengthens Virginia’s maritime industrial base by investing in additional ships, increasing funding for ship maintenance, and preventing further cuts to critical assets like our Navy’s cruisers or a Carrier Air Wing. It is a down payment on the 350 ship Navy America needs. As the world becomes more dangerous, the U.S. will rely even more on its Navy to support our national security. And the Navy will continue to rely, as it has always done, on Hampton Roads.”
Forbes added, “With this legislation, we are rejecting further budget cuts, bending the curve lines, and making a down payment on the 350-ship Navy we need for national defense.”
